How do I obtain the name of a property owner?

Consumer Ed says:

In Georgia, property ownership records are public documents and freely accessible. You must first determine the address of the property and the county in which it is located. Documents for property transactions are recorded at the county level in the Superior Court clerk’s office. You may review property ownership records by visiting the clerk of court and requesting a copy of the deed for the property. You will likely be charged a fee to obtain a copy of the deed. You may also review the county tax assessor’s website to obtain this information for free. The website should have a search box, in which you can type the property address. This will return property information, including the owner’s name. You might also want to visit the Georgia Superior Court Clerks’ Cooperative Authority website at www.gsccca.org for an additional way to search for property records.
